The State of Vermont has a web-based data collection system (Data Works) that allows for real-time analysis and review of current data reporting. A Data Quality report is available in Data Works for local program review and is accessible at the program level as well as the state. The Student Services Summary report enables local programs to review records for errors or omissions. All programs and AEL providers have been provided on-site training regarding state data collection, verification, and entry procedures.
Data Works has built-in protections to prevent erroneous data from being entered. Once raw scores are entered, the database automatically assigns the scaled score and skill level. Assignment of and changes in EFL and post assessment are also automated rather than manually entered by staff.
Data quality is a continuing agenda item at regular Agency/Provider meetings. Local program staff can access technical support online, by email, by phone or in person. The MIS team coordinates collection, reporting and use of AEL data to ensure accurate and accessible performance information from a unified database that meets needs of DOE and local staff. Regional managers regularly use the Data Quality and other reports at staff meetings to discuss program improvement
The Desk Monitoring report helps local programs compare and analyze performance against targets. The Performance Indicator report tracks performance over time for both local and state analysis.
