 Data Tools for Monitoring and Program Improvement
    • The state has implemented all three of these procedures: (1) Program Reviews: Systematic desk monitoring of LWIS data entry. Grantees are identified for site visits based on DQ Plans & desk monitoring. The site visits combine an evidence audit and technical assistance to verify/improve local grantees' policies & procedures; (2) Auditing: On-site and desk audits are conducted by state staff; (3) Certification Process: Local grantees are required to complete annually a Data Quality Checklist with supporting evidence, a DQ Certification form, and a DQ Improvement Plan. The Checklist and Plans are reviewed and rated.
    • (1) Error checking is continuous. The state adult education database, LWIS (Literacy Works Information System), has extensive business rules integrated into the system to prevent most errors and guide data entry staff to properly complete records.  (2) Local programs run LWIS Error Reports programmed into the LWIS to continuously correct any errors. (3) The state LWIS Database Administrator runs reviews of data throughout the year and alerts programs to errors. (4) At the end of each fiscal year, the state LWIS Administrator runs additional queries to check for errors. Programs are subsequently notified of any errors and the time frame to reconcile data. (5) Since the LWIS is an online database, state staff review their assigned programs' data continuously to monitor and identify issues that need to be addressed. The state staff also review their assigned programs' preliminary Federal Reports at the end of the fiscal year to help identify any data anomalies which need to be corrected or addressed.
    • (1) Software: Only approved MD assessments can be entered in the LWIS to record learner placement and advancement. The NRS levels and scale scores are programmed into the LWIS so the learner's level is determined by default upon entry of a scale score. (2) Onsite Auditing: Selected programs are visited each fiscal year and are required to produce hard copies of selected program data collection instruments and evidence of their use. (3) Contact with Local Staff: In addition to (2), state Program Managers monitor their assigned programs throughout the fiscal year.
