 Data Tools for Monitoring and Program Improvement
  • CCS serves as the standardized curriculum, assessment and instructional framework for all adult education programs funded by the State. The Program Facilitators are supported through statewide policy forums, structured training sessions (including a required certification track), regional networking meetings, formal policy manuals, and targeted technical assistance. Each program also maintains a Local Examiner who is certified to implement the CASAS Functional Writing Assessment. Extensive support is provided through a helpdesk. A formal policy manual, which also includes the forms for capturing student information, guides much of their work. In addition to these statewide supports/resources, each consultant at the State provides technical assistance to adult education within a service delivery area (SDA). Often this support includes site visits, regional meetings, as well as email updates to help programs implement state policy relative to student assessment and data collection/reporting.
  • State staff conduct targeted program reviews each year to monitor onsite processes with respect to assessment and reporting. State staff also review program data periodically to look for data anomalies and ensure that programs are complying with monthly data entry timelines. The MIS system provides an automated data verification procedure that allows local programs to verify the accuracy of their data prior to the final due date.
  • The MIS system contains numerous edit checks that minimize the ability for users to enter data incorrectly. Here are some examples: Only approved assessments in the selected testing modality (e.g. reading, math, listening, speaking, writing) appear in drop down lists for data entry. Programs do not manually assign students to a particular NRS Educational Functioning Level. That assignment is done by the MIS based on the pre-test scaled score that is entered for each student. Similarly, level completions are also calculated by the MIS system according to NRS guidelines. The MIS system also contains a comprehensive data verification module that provides local programs with an updated list of errors and warnings on a daily basis. Programs are expected to correct all errors before final submission. Errors and warnings provide information on invalid data (e.g. invalid test date), and incomplete data (e.g. achievements not entered, test data not entered, etc.).
  • The automated data verification system checks for data entry errors and missing data. Error messages identify the source of the error and inform users on how to correct it. Edit checks within the system also prevent data from being entered into the system that is either incomplete or inaccurate. All errors must be corrected prior to the final submission of data.
