Promising Practices

As part of the NRS support project's ongoing effort to help states and programs use data for program improvement, we have gathered several resources that you may find useful as you implement some of the promising practices in program management and data use, which are identified below and in the tabs on this page. These strategies can help you make the best use of data to help improve state programs. The resources in this section include webinars with state presentations, materials from past NRS trainings, and links to resources other states have found helpful.

Promising practices in program management and data use include:

Data Dashboards

Beyond NRS Data

Report Cards

Distance Learning

Policies for Program Improvement

Infographics

Longitudinal Data Systems

Data Dashboards

In this webinar, our NRS support project dashboard expert, David Hollender, and staff from Los Angeles United School District discussed the benefits of data dashboards for adult education programs.

Beyond NRS Data

In this webinar, staff from Indiana and Kentucky discussed how they use data from other sources to complement the data collected for the purposes of the NRS. States discussed what promptedthem to look beyond the NRS data, how they identified these data sources, and how they used these data to improve their programs’ effectiveness and support their learners.

Report Cards

States and programs can use report cards to inform, evaluate program effectiveness or promote the work they do in adult education. To do this effectively, consideration must be given to who your audience is, how you plan to disseminate your report card, what measures you want to include, and how you will evaluate those measures. In this webinar, we had a panel discussion with staff from Idaho and Washington, who discussed how they designed their report cards. We learned what prompted these states to create a report card, how they determined what data to include, and how they designed the report card to make it effective.

Distance Learning

Distance learning allows adult learners who would not otherwise be able to receive adult education services get instruction. In this webinar, staff from Minnesota and Ohio discussed how distance learning works in their states. State staff touched on what prompted them to implement distance learning, challenges they faced in putting it into place, and what the resulting data have shown.

Policies for Program Improvement

Data quality is critical for program improvement and has been the focus of much of the training done through the NRS support project. However, it is not the only determinant. Having state policies in place that encourage programs to make changes that have a positive impact on their data is equally important. In this webinar, state staff from Delaware, North Dakota, and Texas share how specific policies and practices they have put into place have affected their data, resulting in increases in their states’ post-secondary and GED achievement rates, enrollment rates, and level completion rates, respectively.

Infographics

Information graphics, or infographics, are visual representations of infromation, data, or knowledge intended to present complex information quickly and clearly. Infographics were the focus of the 2013 NRS targeted training, which helped states think about why and how infographics can be a useful tool for displaying their NRS and other data. The NRS support project also hosted a webinar with state and local program staff from Kansas, Kentucky, and Utah who shared how they used infographics to effectively communicate information. Below you can find resources about infographics.

Longitudinal Data Systems

State longitudinal data systems (LDS) are multi-agency data systems that can track student participation in education and training and their outcomes over time. LDS was the focus of the 2012 NRS regional training, which helped guide states into the world of LDS and highlighted the systems of several states. The NRS support project also hosted a webinar during which Indiana, North Dakota, and Virginia shared their experiences in implementing a longitudinal data system, including some of the challenges faced and lessons learned. Below you can find resources about longitudinal data systems.

Managed Enrollment

In contrast with an open enrollment policy, which allows students to enroll in a program at any time, managed enrollment has specific enrollment periods when students can join a program and includes other requirements throughout this period. The NRS support project hosted a webinar in which state staff from Kentucky, Nevada, and North Carolina shared how they have successfully implemented managed enrollment in their states. Below you can find resources about managed enrollment.

Transition Planning

Transition planning is a strategy to help prepare adults for the transition from adult education to postsecondary education or the workforce. The NRS support project hosted a webinar in which state staff from Kansas, Massachusetts, and Ohio shared their successes with local programs that help prepare adults to be college and career ready. Using Data in the Classroom

When teachers use data in their classrooms, they can make informed decisions about how to improve their instruction so that they better meet the needs of their students. Support from the state and local program is critical in helping teachers understand the importance and benefits of this practice as well as how to do it. The NRS support project hosted two webinars on data use in the classroom during which the state directors from Oklahoma and Missouri discussed state-level efforts, staff from two local programs in Missouri discussed integrating data use into the culture of their program, and teachers from two programs in Washington, DC and one program in Rhode Island shared insights into some of the ways they effectively used data in their classrooms.
